The Sheliak also denounce this war however we recognize the irrationality in which it occurred. We understand the Klingons anger, however do not condone their actions in order to 'right' the wrong, all they have likely done is started yet another blood feud between the two nations that will last for centuries.
Klingons, the Romulans are a kiniving people, had they wished they simply would have rammed the cloaked ship into your planet, and not announced themselves. Whereas instead they announced their intent, they announced their group, and they decloaked before they reached the atmosphere of your capital planet. You have dealt with Romulan attacks before, you should quickly have realized that none of that is something a Romulan looking to blow a large hole in your people's lives would do, had they not decloaked they could have claimed that it was another race with cloaking, which there are currently several around, them not actually being one of them. So honestly, your attacks on them were simply foolish, all the evidence based on their past states that they did not do it.

We accept that most would prefer the Klingon Empire to just walk off the death of our leaders and billions of our people just because it suits you. BUT, for too long we have had to suffer for the peace. When we are finished the Romulan people will threaten no one ever again. They will look back on these days as the shame that brought them to their knees.

And once you have finished off the Romulans you will then realize the wrong of your way.
Again, the Romulans would never have attacked the Klingon empire in such a bold way, and the Tal Shiar especially. They would have snuck in and destroyed your capital without allowing you to know anything was happening until after it had happened. We realize that you would like the Romulans to hold the blame so you could have a reason to yet again slaughter them as you have in the past, however, you do not seem to have thought through any of this logically.
Has the remains of the ship been identified and has the cloaking device been examined if the remnants of it could be found?

We never denied your right to vengeance for the action, indeed our closing of the border was extended to the Romulan people for an act of treachery they have yet to prove wasn't sanctioned by them.
We are however exercising our right to close our borders to both combatants as we feel the action was premature. That is all we have to say on the matter.

If you value your lives, it would be wise for you to stay out of the issue.
The Klingon Empire respects this position. Until the war is over our ships will not travel through your space. That captain who rammed into QonoS had defected, at which point he became under the authority of whomever he defected to. He was under no Romulan authority. We condemn his act, and greatly want to determine who did this.
We understand your desire for revenge. We also want revenge; revenge on whoever is setting us up. Not only have they murdered millions of Klingon civilians, but they are trying to cause more death by having you war against us. And you are doing exactly what they want.
And we never intended for you to war against the Cardassian Union. We only were releasing the facts available to us, as that was the only possible response we could give. As soon as more information became available, we released that.
A simple investigation would easily prove our innocence. Surely one of your ships got a clear enough scan of the Norexan to determine the origin of its cloaking device.

We may disagree with this act against the Klingon Empire, but ultimately they have a point. They have a the twisted wreckage of a top grade Romulan battlecruiser. While this is not complete evidence, it is a fairly strong proof. The explanation given by the Romulan Empire by the Cardassian Union is clearly a falsity. We can respect the Romulan position that they operated with the information they have. And we may well believe it.
However, I can truly understand the Klingon position. Plus, the Empire's citizens will not sit idly by while 15 billion of their people, and their capital city lies in ruins. The truth may be that a defecting commander commited this atrocity, but the common Klingon will not believe it. Relations between sons of Romulus, and the hordes of Qo'noS are as weak as they have always been. We do not condone the war, but we can understand it.
Ultimately, you cannot stop the flood once the river's banks are burst.

Until this event, relations between the Romulan and Klingon peoples was better than it had been in decades. Someone wants us at war, some one wants us to be eliminated. Someone is manipulating events.
Our innocence would be simple to prove, after an investigation of the scans from the battle. We(or anyone else for that matter) could determine who is actually responsible, and then carry on honorable warfare against the true enemy. Instead, the Klingons want to forgo any attempt at discovering the truth, because its just easier to blame us.

You've all lived to see it! The Romulan Empire has been driven back by the might of the Klingon people! Their warriors were strong at heart, greater then we could have hoped. BUT IN THE END, our warriors proved superior. A single Klingon task force has broken the back of the entire Romulan Navy.
The Klingon Empire now makes this announcement. As the Romulan government has proven it cannot be trusted to arms of any means. For the sake of not only the tens of billions of Klingons they've murdered, but for the sake of all. The Klingon Empire here and now declares the Romulan Empire annexed and sealed as a protectorate of the Klingon Empire.
The Romulan government has been offered the right of Honorable Surrender in which they will be allowed to speak on terms with the High Council. If they do not accept, then war will be continued until they do. Any systems lost until that point will be void in the terms of negotiations. The sooner the Romulan leadership accepts this peace offer, the less their people will have to suffer for their mistakes.

We feel it is necessary to publicly suggest that the romulans accept this surrender treaty. For the good of your people, to save countless and immeasurable blood shed of both you and the Klingons, surrender is the only option. It is clear that the Klingons will comfortably integrate the romulan race within it's own ranks, if surrender is followed. Make the right decision for the wellbeing of your people.

We DID NOT send that ship to murder Klingon civilians. If you would bother to check the damned sensor logs to see what race's cloaking device was aboard the ship, you would know who was responsible. Instead, you decide to finally get petty revenge for our unpleasant history.
When the news broke that one of our ships had smashed into QonoS, we were in panic. To think that someone would do such a thing made us sick. At one point we were discussing an aid package. We were fools. Fools to think you wanted to know the truth. Fools to think the Empire still had honor.
If you think you have faced our entire navy, you are sorely mistaken. That was but a token portion that just so happened to be in the area.
As a nation, we will fight. We will fight until there is no longer an able bodied Romulan alive in the galaxy. We will fight until every planet in our space is reduced to dust. We will fight until the truth is known.
By the end of this, you will be the one to surrender, in shame, in dishonor. If not to us, then to someone else. For when they discover the truth, that we in fact had nothing to do with this tragedy, then you will pay.

When was it determined that there was a Romulan cloaking device in use? We ask because previously you assured all of us that there was no way to determine it's origin, in which case you would either now be lying, or you would have been lying previously. Both cannot be true.
