All galactic powers receive a subspace communication from the Federation. It is an invitation to a peace conference on the Federation world of Aldebaran. The stated subject of the conference is cloaking technology.

The Romulan Empire is highly interested in such a conference, and will gladly send a representative (escorted of course, though a Federation escort would be accepted).

The Klingon Empire has little concern with such dealings as we have our own cloaking technology and have no wish to share or talk with others on the matter. We will attend in honor of our Federation Allies. Though we will not share or discuss our cloaking abilities.

You can begin officially negotiating on this. I will have you added and the Tholian player, provided they show up, in time for the 5-year turn that is coming up.

The only ship that will be coming for me will be a D'Kora class. No escort necessary. If you feel it necessary, so be it then.

Our representative will be transported in a scout ship, escorted by two other scouts. Our only concern are pirates. Any Federation escort would also be welcome.

Welcome Delegates,

As you know, I am the Executive head of the Federation. I have called this conference to discuss a very particular piece of technology. Some of us have it, some of us don't, but one thing that is clear, it has been a source of instability on the Galaxy. Therefore, at the request of my people, I have called for us to assemble to discuss the ban and/or limitation of cloaking technology for the future stability of our quadrant.

Before the accusations come, I must admit, I am no longer standing on the side without cloaks. I have planned and am ready to dispose of our recently gained cloaking technology to bring stability to our galaxy.

I open the floor to your thoughts and concerns, hopefully by the end of this conference we can mark another step toward peace and stability in our little section of the Galaxy.

I have no problem with not having a cloak. I would rather have protection truthfully, it would be much more worth while to have protection.
