As far as I know it's never stated that Vulcans can only have sex during Pon Farr, just that they're drawn here to find a mate or die. It actually makes it hard to remain a celibate Vulcan in a way, since the path of the Vulcan loner leads to hideous death in a multiple of seven years! Also, I don't recall if it was stated that only Vulcan males go through this blood fever.

Well, we did see Be'lana need to get laid when Vorik messed her up. Dunno how applicable that is though. And I don't think Pon Far is that nuts, after all the breeding impulse in a lot of animals is so strong that they'll engage in incredibly dangerous behaviors to do it right up to an including suicide. Given how nasty Vulcan is I can see their ancestors benefiting from having such a strong mating drive to force them together to procreate to keep the species going on such a dangerous world. No, that worked, albeit interrupted by an alien-of-the-week attack. It was earlier, when he tried the same solution for Vorik that it failed.
