The Sheliak are very disturbed by both the cowardice attack towards the Klingons, as well as the biased accusations towards the Cardassians.
Although the Klingons may want immediate revenge there is little that is known of the attack, the Sheliak would like to head an investigation along with the Breen, as well as the Federation if they are willing to form an equally biased investigation party to determine the perpetrator of the attack.
Until the time of the end of the investigation we would ask that the Klingon Empire not wage war against any party. Once the investigation is completed all information uncovered will be transfered to the Klingon Empire and whomever is responsible for the attack will not be withheld or protected from the Klingon Empire.

In response to this surprising and despicable attack on the Klingon Empire the ISA announces that for the duration of the crisis it is moving its forces to a state of heightened alert. With the risk of war looming, and the possibility of another attack, we do not want to risk being caught unawares.

In the event the Klingon Empire invades Romulus we are treaty bound to assist the Confederation. However, our military is barely capable of defending our own borders due to recent issues surrounding our finances. Due to this, no Turei ships shall be leaving the Kem'raa expanse.

As we have been given no evidence of a plot by the Cardassians. Nor have the Romulans bothered to even remark on their blame of Union Agents.
There for, if the Romulan Empire doesn't not provide evidence or satisfaction to the Klingon Empire. It will be a good day to die.

Although the wish for blood is great and well warranted I'm sure you would rather not waste your resources and beginning a blood feud that is directed at an innocent party.
So again we implore the Empire to allow for the Romulans as well as for those who are willing to investigate have gotten the chance to find the perpetrator.

We hereby issue an apology to the Cardassian Union, as well as the other ISA members. At the time of our last address, we were working on limited information, and we only provided the facts we had. We at this time do not consider the Cardassians to be the culprit.
After a lengthy interrogation of the two captains and their crew, we have gathered the following information.
The captains were both approached by what appeared to be a Cardassian male, wearing civilian clothes, and offered a large sum of credits to defect. It is likely that the third captain was approached by the same person. They were all approached within hours of each other, before a report could be made.
The ship that transported the agent was Yridian. This is not a surprise as Yridian ships are common among civilians, so our border patrols did not have reason to stop it.
These are the facts, which would originally appear to indicate the Cardassian Union in this terrible act. However, the Cardassians lack motive.
The motive for this crime, taking into consideration the poorly thought out message transmitted shortly before the destruction of the warbird, would seem to be the desire for a war between the Klingon Empire and the Romulan Star Confederation. We must find who would benefit from such a war.
Two things are very clear in this situation.
First, we are not responsible for this tragedy. The Tal'Shiar no longer exists. The remaining members are imprisoned, and all have been interrogated and know nothing of this. Also, they would have no reason for a war between the KE and RSC. There are still Romulans living under Klingon rule, who will likely suffer for this. Even though they were foolish, the Tal'Shiar, or any other Romulan political group, would never put so many lives at risk for no gain. And there is no gain from this action.
We also do not have any cloaking devices in our space, so someone had to supply it, likely on the Yridian ship.
Second, the Cardassians are not responsible either. Not only do they not benefit form a war, they would certainly not have left incriminating evidence against them. It is clear that the captains were allowed to report their encounter, with every intention that we would release our limited information.
All we ask is that time is taken to find out who is manipulating the Klingon Empire in an attempt to cause war. Who would benefit from this? We want to know the truth of this.

Due to recent events, all trade vessels entering Breen space will be thoroughly scanned and searched for explosives, and the crews subjected to biological testing. We recommend all powers begin similar procedures, and specifically request that the Klingon Empire, Turei and Federation do so to all Breen trade vessels passing through their space. Any unauthorized armed vessels will be boarded or destroyed.
This should not slow trade by any significant amount.

In addition the Federation is announcing that in a manner of protest to the Klingon assault without proper investigation, we will not be allowing trade to pass to either combatant through our space.

We must again denounce the war. We realise that the Klingon empire in many ways has a reason to attack, but without true order or process it is difficult to determine who is responsible for this crime.
However, we are in no position to interfere.

A Romulan ship with a Romulan crew from a Romulan organization killed billions of our people. What investigation would you even think is needed? They've even blamed your own allies in an attempt to start a war between the Coalition and the ISA.
The Romulan's have caused enough harm to the Klingon Empire and it will not be left to do so again. NOT AFTER THEIR LAST ATTACK!
