This is why a simple examination of the transactions and diplomatic discussions engaged in by the Shelliak would remove this cloud of doubt from everyone invovled. We fail to see how such a request puts an undue burdern on any party that is telling the truth.
Otherwise powers will be left to speculate and guess from intelligence fragments about the true nature and spread of this program.
The FKI supports a complete audit of Shelliak records regarding this device, so that we all may move forward productively.

You forget that the Cardassion Union is home to the Obsidian Order. The finest intelligence agency in the known galaxy. I have in front of me evidence of a financial transfer to the Sheliak, from the Tauri Star Empire.
I also have evidence of a second transaction. Care to guess who was the other party?
Transactions of six and seven figures, to be precise.
The FKI, due to its economic nature, spends a great deal of resources tracking such transactions between governments to determine who has what currency reserves and better attenuate our business plans to that reality.
Our people believe there was a large flow of currency between the Tueri, Shelliak and Romulans. We do not have any particular insight into the reason for this but we believe it to be so all the same.

There was a proposed transaction.
One of the planets destroyed had been agreed upon by us and the Turei for colonization by the Romulan Empire. However, this was not clearly brought to the attention of the Sheliak. To avoid bad relations, both the Turei and Sheliak offered ti pay reparations. This offer was denied by the Praetor, as no actual harm had been done.

Again we re-iterrate. If nothing has been done with this weapon and there is no sale, proposed use or transfer being considered then there is nothing to fear from an audit of records. Until that happens we will simply have speculation and possible lies from both sides.

Here is what we have.
A. The Sheliak are testing a WMD.
B. Certain parties streniously object to an interrogation of Sheliak records.
C. Same parties streniously objecting have had large financial transactions with the Sheliak recently.
THAT is what we see at the moment. Only a full interrogation will reveal more.

If you are so paranoid, we do have transcripts of the discussion. With the agreement of the Turei and the Sheliak, we would consider a party, such as the Gorn to examine it and confirm the facts.

With all due respect we ask how the Romulans could possibly speak to the conversations between the Shelliak and Tueri. Or for that matter the Shelliak and the Ferengi or the Shelliak and anyone else. At this point we only have limited speculation based on some intel fragments. This is why a full examination is necessary.
Without it the market for WMD's will spread and everyone will be fielding civilization leveling weapons in short order.

We have advocated interrigating from the beginning, and met with resistence OUTSIDE of the government we wish to inspect.
You'll have to forgive us for attempting to safeguard the lives of trillions of innocent lives, across all of our governments. Normally, they could depend on their governments to do so, but for whatever reason their governments don't seemed to be worried about a weapon that in seconds can extinguish all life on a planet, down to the microscopic level.

The transmission was between the three parties involved, therefore all involved have records of what was stated.

You Ferengi are fools. Everyone already has weapons of mass destruction. Fleets of ships that can destroy planets. Unless you want to declare that every power disarm completely, the imagined threat from such limited devices is idiotic.
Consider this. The Federation already has the ability to destroy every single inhabited planet in Romulan space at once if they faced no resistance. Should we not worry about their weapon of mass destruction, a fleet that can rearm and keep going, instead of the one device that only works once of the Sheliaks?
