And in all honesty the FKI had considered not allowing such passage in the same manner as the Federation for powers that refused to back neutral rights, but largely decided it was an academic point as transit through our space is quite rare due to our location.

The Klingon Empire will sign no treaty that is pushed by Federation threats. The Federation has already betrayed two such treaties with the Klingon Empire, we will NOT give them a third.

If any governments wish passage in our space they may secure it separately through a Non-Aggression Treaty as we stated before.

An update on our battle with the Tal'Shiar:

It is estimated that more than half of their agents have been captured. Next year we will have a new intelligence agency in place, one that reports to the government. With it in place, we expect that the remaining Tal'Shiar agents will quickly be located and imprisoned.

We still have no information on the number of ships they have. So far, none have been encountered.

The Gorn have watched the activities of the past few years with a growing degree of trepidation. Indeed, just a year or so ago the Klingons and the Federation nearly went to war over the Romulans -- a war which only concerns the Gorn in as much as we are located very close to and between the two powers.

These incidences have demonstrated to us how delicate of a tinderbox the intergalactic political arena is, and also demonstrates the importance of having social, economic and military allies. In light of this, the Gorn Hegemony (on behalf of the Cardassian Union and the United Federation of Planets) would like to announce the formation of the Interstellar Security Alliance, an alliance of sovereign states united for their mutual protection and benefit, but independent for their own pursuits.

This Alliance is a tool for information sharing, economic development and, if necessary, military aide. Its primary goal is to enhance understanding between powers, but it also serves as a means of defense. The Alliances binds signatories to an accord of mutual defense; an attack on one will be met with a response from all. However, to make this clear, an attack by one of the powers does not necessitate the assistance of the other signatories.

This treaty is not meant as an offensive weapon and we hope the other powers will recognize it for what it is: Not a weapon for waging war, but a tool for developing peace.

So the issues caused by all of crossed alliances has led to more alliances? It is a galaxy of fools now rather then anything else.

As the Klingon Empire has left the Anti-Borg Task Force. You may do with the Delta side as you see fit. We consider ourselves removed in all aspects of the Wormhole so long as it does not threaten the Klingon Empire.

We would like to state that we will remain truly neutral in all senses, any treaties such as the neutrality agreement, we will sign, but we will not create individual alliances with any group.

On a different note, we would like to state that if needed and if the Hurq come through the wormhole the Sheliak will send as many ships as are needed for the defense of the Quadrant.

Our last scouting reports showed them still advancing, though slowly, through Borg Space in the direction of the wormhole. The Klingon Empire plans to have our border ready for them when they do come.

By waiting we give ourselves time to prepare our borders for attack. Production of ships and defenses along our southern border are needed. These things take time to gather and put in place. The Klingon Empire plans to have five thousand ships ready for when the enemy arrives. We will throw them from our space and let them find their pickings elsewhere.

None, we know that they have two primary classes of ships. But no information on their numbers. Though their ability to defeat the Borg should lead us to believe that they have a great number of ships for use in battle.
