The Romulan military will not hinder ships traveling to this conference. We ourselves will be unable to attend, as the internal housecleaning is our top priority.

We would also like to announce that we are completing the refit of our fleet this year, so that no legal vessels will have cloaking devices.
We also plan on paying the remaining sum of our fines. We expect at that point the blockade will end and the Gorn will return our shipyards.

As for the recent troubles, please do not try to remove the blame from the Romulan Empire and shift it to the Tal'Shiar. Until now, we allowed them to exist, so we are to blame. End of discussion.

You're willingness to accept blame is commendable. We look forward to being able to open our borders to Romulan Trade ships once again.


As for other matters, the Turei Assembly has seen fit to withdraw from the mutual defense treaty of the United Federation of Planets. regardless of what other empires may think, we have withdrawn for the reasons of neutral relations across all empires. And of course, the Federation nearly dragged the Turei Assembly into war, merely a year or two since we emerged from the Kem'Raa expanse (Black Cluster as you know it). We do not feel they have the best interests of the Turei Assembly at heart, nor should then. It falls to me to maintain those needs.

The Breen Confederacy will also sign this treaty. We agree with the spirit of it, and its thorough coverage of many aspects that have been ignored in the past.

If the majority of galactic powers choose to sign, Cardassia will support it as well. My government really has no opinion.

The FKI wishes to announce that the Federation has been authorized to sign the treaty on neutral power rights as the majority of current signers have agreed to their pledge as two of the current signers have agreed to allow it. We anticipate this being made unanimous within several hours once all governments involved have had a chance to consider their position.

Other powers will be considered in the order they petitioned to sign the document and we pledge to move as rapidly as possible.

The Klingon Empires wishes to announce the opening of the Khitomer Conference. All wish to attend need only arrive. The Empire has gathered governors, diplomats, warriors, monks, engineers and members of the High Council of the Klingon Empire. They will speak with the Voice of the Klingon people for all those who would hear us.

The Federation has decided that the time is appropriate for the following statement.

Over the past few years relations with our Klingon allies has been strained at best and hostile at worst. In the last twenty years they have chosen to ally themselves with a power hostile to the Federation in an act comparable to the Federation allying themselves with the Romulans. They have engaged in several dubious acts, including publicly threatening war with many powers that fail or refuse to do as they command. They publicly and falsely accused the Federation of threatening war with them. Finally, the Federation has committed itself to a new treaty that prevents full commitment of the Federation to Khitomer.

Therefore we feel that the Khitomer Accords are no longer in the best interest of the Federation. We part with no hard feelings, but our two cultures seem to be diverging and cannot seem to exist in such close proximity any longer. We anticipate working with the Klingon Empire in the future as we do with all other nations, however no longer as military allies.

We also wish to publicly announce the future of the Clok'cha Wormhole: The Federation has decided that the ownership of the wormhole will be signed over to the Gorn.

While we respect your position, our announcement was not intended to create conflict or further discussion. We simply felt that Khitomer was no longer in our best intersts and are now walking away from it, just as you yourself did with our MDT. This is not something that is done punitively, simply it is being done to protect the interests of the Federation in a non-violent manner.

Again I wish the Klingon Empire well and look forward to working with everyone in the future.

The Klingon Empire respects the Federation's choice in this matter. Treaties and allies have long been a strain for their culture keep. As is their wish, the Klingon Empire respects the Federation's withdraw from the Khitomer Accords.

The Alliance between the Federation and Klingon Empire is now over. May glory find us both on our separate paths.
