Although relations have improved, the Federation resents the Klingon's accusations that we threatened war. At no time did we say we wanted war with any power, let alone with our own allies. The actions we took we took to prevent war, we have since attempted to make right the offense we caused allies, and we take offense to the Klingons accusing of attempting to start one.
The Federation will open up it's communication systems to an audit by the Breen, Cardassian, and Gorn empires if they so wish. Send a representative to Aldbaran if you wish.

Speaking as the voice of the other signors of the NPT the Federation, Cardassians, Breen, and Klingon levy the following punative actions on the Romulan Star Empire for it's violation of the NPT:
The Romulan Empire will decloak it's entire fleet, all devises will be removed from all of their ships with NO exceptions. The Romulans may do this at a pace they see fit, however their will be ramifications to discourage delays, as seen below.
The Romulan Empire will be billed 20 million credits to be paid evenly to each of the other four powers. The timetable for the repayments is up to the Romulan Empire but again there will be ramifications to discourage delays, as seen below.
Until the bill has been fully paid, and the Romulan Fleet has been fully decloaked the following actions will be in place:
the Federation will Blockade Romulan space and stop all trade and arms sales coming into or out of the Federation.
the Romulan Empire will disclose the locations of any and all Shipyards to the Gorn who will take control of the yards and shut them down preventing any new ship from being built with or without cloaking technology.
Once the debt is repaid and the fleet decloaked trade will be allowed back into the Empire and the Shipyards will be returned.

Only one question: is this 20 million in place of or in addition to the 2 million per year for 15 years?
Also, we at this time request permission to remove the Romulan vessels from the Clock'cha system in order to refit them immediately so they can return to service (if a return to service is acceptable).

I consider your ships having given notice
the new terms are in place of the ones previously agreed to. The first set are null and void.

For the record, these measures were given great thought and deliberaton. It's rather uncommon that all powers present agree on conditions such as these. However, this has been an exception. We all feel these are firm, yet fair reprisals. Irresponsible management of cloaking technology could potentially shift the balance of power between governments, or could cause planetwide devestation if somehow aquired by a species not ready for it.

We understand. This is another reason why the Tal'Shiar are no longer welcome in the Romulan Empire.
And for the record, if we had not wanted to anyone to know whose cloak it was, no one would know. No one would have even known we purchased it. For once, we were open and honest. Its nice to see how honesty is met.
The terms are agreed. We will refit our fleet as fast as possible. The Gorn shall be given a list of our shipyards and we shall shut down all ship production until the terms have been met.

As hostilities have decreased, theTurei fleet has been taken off alert. We will fortify our border to prevent incursions from Tal'Shiar operatives.

If you happen to capture any, do with them as your law permits. Extradition is not required. This goes for anyone who encounters the Tal'Shiar.

In the unlikely event the vessels are surrendered, we will transfer the damaged ships to Romulan control. you may do as you wish with them.

To move onto other things (OOC: and for the next turn after this) The Gorn/Tholian Hegemony would like to announces it's willingness to sell a number of our Tholian attack ships, up to a current limit of 1000 attack ships total.

We too shall repeat our offer to remove a number of our Kerazym class frigates. They must be removed in ordeer to recooperate some maintenance costs, and soon they will simply be scrapped.

The Sheliak would like to come to all the powers within this area of space to discuss some of the workings of the powers.
Since we have no been active in the politics of the region for very long we not only do not know, but have not been interested in the happenings of the region either politically or ethnically, it has come to our attention that things have begun changing, and this is true for our space as well, we would therefore ask that a committee be formed to better understand each others cultures, their politics, etc. We know that many nations have formed alliances, and have formed enmities, but we would like this committee to be for the enlightenment of all. I do not believe that we are the only ones who are unsure of what exactly has been going on recently, and I doubt that things will ever remain the same, so this committee could serve as a stepping stone to peace, or if not peace, a mutual understanding of the parties.
If it is decided to go forward with this committee then we will convene at an agreed time and location. We hope that this will help to unify the powers as well as enlighten them.
For this committee to go forward we would request at least one representative from each power to come forward. As we understand that security is a very serious issue to all powers including ourselves, we will never request the divulgence of anything besides surface information on governments, such as the style of government.

My interpretation of this would seem he wishes a separate entity that is not clouded by regional politics. am I correct?
