The cloaking device will be removed at once, presented to the Council of Ambassadors and its origin traced. It is not for sale. The KFI will comply to this by will, or by force.

We would remind the Klingon Ambassador of several things here.

1. We are not a signatory of the Non-Proliferation Treaty (Federation, Klingon and Romulan) so we are under no treaty obligation to not sell such technology.

2. Even if we were subject to that treaty and sanction the language of the treaty specifically would not prevent us from selling the ship to a power that already had in its possession cloaking technology namely the Romulans, Klingons and Federation and indeed does not prevent those powers from selling cloak enabled ships amongst themselves. We suggest you read the document again and acquaint yourself with the language contained therin.

3. We are not aware of any "Council of Ambassadors" as no such body as far as we can tell has ever been constituted, given a defined objective and scope of authority or indeed even been declared at any time. Even if we were inclined to do so we can hardly send the device to an institution we do not know exist, have no idea of the location of and have no idea of the powers confered upon it by whomever the signatories might or might not be.

If the Klingon Empire is inclined to create such an organization we certainly welcome a discussion on the matter as galatic stability would be good for business, indeed we offer to host such an institution of peace and understanding on System 181 as part of its rebuilding effort from our terrible ordeal of civil war and pickup all administrative cost for housing and providing for said organization once it comes into existence.

4. The only possibly treaty violation created by our possession and sale of this device is an agreement with the Federation and Gorn to enter into a mutual defense treaty in exchange for us not developing cloaking devices (which technically is not a violation of terms as the device is clearly not of Ferengi origin). That violation of terms will be cured by this sale and as the Klingons are not a signatory it is not a matter of concern for yourself. Its acquisition was one of many errors by the previous government and the disposition of this asset will go towards curing the suffereing of the Ferengi people.

The Klingon Empire doesn't care if you are or are not a member. The sale of cloaking technology is blocked.

If the former Ferengi Alliance has been given Cloaking Technology, a clear violation of the NPT, we will discover who is responsible.
We suggest you read the document again and acquaint yourself with the language contained therin.
We could do so, we could waste time on the matter, we could also resolve this matter without diplomacy... something that you do not want.

Your eyes seem to fail you as much as your hygiene. Have you not seen the gathering of ambassadors? Have you not seen the very people you speak with?

Who you sign treaties with and how much you suffer for your own doing isn't our concern. The sale of technology such as cloaking devices is.

By what treaty is the sale of cloaking devices blocked? The NPT blocks the current known powers with such devices from selling them to powers that do not already have them but again we are not a signatory of that treaty and there is no legal reasoning for us to be bound by it.

Even if we were bound by the treaty and elected to sign it there is nothing in its current language that would prevent us from selling the device to a power currently known to have cloaking technology.

Is the sale of such devices banned simply because the Klingon Empire declares it to be so?

After constructive (as opposed to our negotiations with the Klingons) discussion with our Federation friends we have agreed, despite not being a signatory of the NPT, to abide by its terms at their request. We will not entertain to sell this ship to any power other than an openly declared cloak capable government. We are aware of three; the Federation, the Klingon Empire and the Romulan Star Empire.

The bidding now stands at 1.5 million as we have received several more bids. Any bid that goes untopped for 24 hours will be considered final.

The KFI representative is correct, there is no such law preventing them from selling the cloaking technology. Therefore there are no military actions we can take against them. We of the Federation request that the sale of this ship be limited to the cloak-capable species as an effort by the new KFI to act within the spirit of the NPT while not bound by it's letter.

The Federation will not allow the theft of the KFI craft but as per our Treaty with the KFI we expect that it not remain in their hands, and as stated before we hope that they limit their sales in the spirit of the NPT.

What makes you so sure it is illegal. For all you know, they acquired the cloak before the NPT was signed. Though I find it curious that no one, other than perhaps the involved party, knew about this.

I'm also not sure any one party can be trusted. For if the one who wins the bid discovers it was their own device, it is unlikely they would reveal its true origin. I would like to propose a joint effort to determine who provided the cloaking device, to allow for a fully accurate report.

impossible, the NPT was signed before the introduction of the Profit Class design.
