The Breen Confederacy has decided to provide forces to supplement the defense of the anomaly, and sign the Federation's treaty.
However, we of the Confederacy do not doubt the word of the Klingon Empire regarding recent events. We would be interested in seeing all the evidence before we make a decision regarding our exact contribution to the Borg defense force.

As of now, quite frankly the Gorn Hegemony is not sure what to believe. For the time being, we are declaring ourselves a neutral party and will not cutoff trade relations with the Romulan Star Empire. However, should evidence be found supporting the aggression of one party over the other, the Gorn Hegemony will honor it's treaty obligations.

At a time when intergalactic tensions are so high, it would appear to be rather unwise for either the Klingons OR the Romulans to make a mistake here. To be perfectly honest, I'm inclined to trust the Klingons in this matter. If they wanted a war with the Romulans, they wouldn't need to fabricate a reason such as non existant border crossings. As they demonstrated with MY government, they will simply attack without provocation.
However, Romulan politics are rather murky. I find it entirely possible the nominal government may not have any idea what another part of their government is doing. However, that doesn't relieve them of responsibility.
I believe SOMEBODY is flying around Klingon space in Romulan ships. The question I have is whom.

And that is a question that the Klingon would refuse to answer, because the Klingons want one thing. They want war, at whatever means, they do not care if the accused party is guilty or not, all they care about is how many torpedoes they will pump into the ship.
Also as for the Klingons deciding we are "cowardly" at least we won't turn back on our word. We have heard many reports of you selling cloaks to the Breen, so we have no reason to trust anything you said as a signed treaty was not enough to stop you from doing something.
We are not saying that the Klingons are guilty of this, meerly saying that with all the hype I have heard of it I don't think that it was just a mis-quote or mis-interpretation.

The Klingon Empire has made weapons trades with the Breen, and others. Just as you have! However our weapons trading ended when we signed the Treaty. As to questions, we have refused NOTHING! We have answered all that can be answered. The border has been crossed and the signs of a massive fleet build up. A force greater then their commitment to the Battle of Cardassia!
What thoughts would you have should these signs have shown themselves on YOUR border! The Klingon Empire has not broken a treaty in more then a hundred years. The Romulan Empire has a habit of doing so every couple of years! My government is of the belief that it is time that this trend of theirs, end.

Border incursions are nothing to be taken lightly my friends. I can understand why our esteemed Klingon representative is upset. I have one question for our Romulan delegate. You have assured this body that EVERY ship in your Imperial Navy has been accounted for and you have no idea whose ships these could be. Would you be willing to submit your Navy's vessel manifest to an independant commission appointed by this body to verify your claims?
If we can eliminate the Romulan fleet as a suspect, then as a body we can turn our attention to discovering the identity of those incurions across the Klingon border.

The fleet buildup you speak of occurred over ten years ago. If you had a problem with it, you should have spoken then.
And for the last time, none of are ships crossed your border. Every single one of them has been accounted for. So either you are chasing ghosts, believing a lie (because the media always tells the truth), or someone posing as Romulan has done the deed, likely with the intent of causing war.
The simple fact is, if some random person came up to the High Counsel and told them there was a Romulan Fleet approaching Kronos, they would believe it, because they don't trust us and will always assume the worst. They don't need evidence, they have hatred. Even if we had incontrovertible proof that no Romulan ship crossed their border, they would refute it as being reproduced evidence. Unless the third party comes out and says they did the deed, we shall never be past this.
As it is, this event has caused turmoil within our own government. At this rate, we estimate five years before the Tal'Shiar assassinate the praetor and take over. When that happens, the agreeable nature of our empire will cease to exist. Gone will be the praetor who voluntarily removed cloaking devices from Romulan ships. I fear then that we will return to the underhanded tactics which have cause such hatred to develop in the honorable Klingons.
Everything that has been accomplished in the past fifteen years will end because of one lie.
To the Cardassian ambassador: yes that would be acceptable. However, we are uncomfortable with the idea, for the record. We already have the Federation watching our fleet yards to ensure lack of active cloaking technology, something that the praetor himself agreed to without being strong-armed. The issue, I fear, is that certain parties within our empire would be quite wary of us giving detailed fleet data to any other power, and may cause trouble for our government.
If you have any suggestions, especially how to keep our... special interest groups in check, please speak.

Thank you for sharing the results of your investigation. I must say, the evidence would be most damning, if it wasn't for one fact.
NO Romulan vessel has cloaking capabilities. We even were able to find a way to reroute power so as to bypass the cloaks on our D'Deridex and old scouts. Every Romulan vessel is cloak free, and has been for at least five years. So there is no way that any Romulan vessel could have crossed into Klingon space cloaked.
And as for our fleet buildup along the border, which occurred over a decade ago and you never said anything, the strength of those fleets is less than 10% of your total strength. It would be suicide for us to even think of launching an attack. Probably the reason our praetor has limited our production so much is to force us into a position where we cannot be the aggressors.
There are a number of races that can use cloaks.
We have no operable cloaking devices.
These two facts are our innocence in this horrid matter.

We of the Confederacy have decided to agree to the Federation's terms for the greater good of both quadrants. We will shortly send 175 Frigates, 25 Destroyers, and 10 Battlecruisers to the anomaly; enough to take down a Cube on our own. The Federation has been gracious enough to allow passage through their space, and we are looking forward to getting our forces in place.

The Klingon High Council has listened to the pleas of the Romulan Ambassador. Still, as there has been nothing but proof stacked against them. The decision of the Council stands. Either the Romulan Empire will submit to arms restrictions or face retaliation for their actions against the Klingon Empire.

What arms restrictions do you suggest? We already have conceded the operation of cloaking devices. Removing anything else would be tantamount to saying we cannot defend and police our space.
We have less than 10% the ships you do. What could we possibly remove?

It is not a suggestion. The Klingon Empire will inspect your fleets and determine the needs of your Empire. A restructuring of your borders will also be attended to.

We would be willing to discuss a restructuring of our borders with you. Perhaps a increase in the size of the neutral zone.
However, an inspection may only be done if your inspectors are transported on Romulan vessels. We will not allow any Klingon ships to fly through our territory.
And we will remain a sovereign nation.

With the commitment of forces by the Breen Confederacy, I motion that we hold the vote to identify the commander of the Task Force. We need an outside party to list the numbers of votes for every power, so that we may then cast them.
