Our vessels will be operating as warships, and will be retrieving all Klingon survivors, whether they are on board Romulan ships or not. Romulan survivors will be turned over to Klingon authorities.

By the time you get there, no survivors will be left. The Klingon officers will be returned on our terms, not yours. We will be returning them to the Turei only. The Turei will dictate what happens to them after.

Any Romulan ship operating within Imperial space with an active weapon system will be targeted and destroyed. Should these vessels wish to act as medical ships, they are to eject their weapon's emitters and submit to scan by any passing Coalition warship.

The Klingon Empire is dispatching the 4th fleet to the region in replacement of the lost 5th fleet.

This is Admiral Solak. In the interest of peace, we have come to terms with the Klingon Empire. We will now state the terms, for all to hear.

The Romulan Star Turei Protectorate will be formed, consisting of planets 91 - 95. 91 will hereby be renamed as New Romulus. We will exist as protectorates of the Turei. We have limitations in combat strength, of which the needed parties are aware, but not so much as to risk our safety from general pirates.
We know many of you, our people, may feel abandoned, as you are not living on those five planets. But be assured, you will not be mistreated by the Klingon Empire. And perhaps one day we can be reunited. We will see.
All debts of the former Romulan power stand and will be paid, though it may take a while. We hope for everyone's patience in this. We have a difficult time ahead of us.
It will take a while for a national government to be formed. For now, I will be in the place as Praetor, until such time as a senate can be formed, and a proper leader put in place.

To the Sheliak Cooperate, our alliance has come to its end. At this point, we would only be a hindrance to your development. Your financial debt to us is forgiven.

This is Admiral Donatra. While I respect the opinion of my colleague, he has taken steps that are not agreed with by the Romulan government, consisting of myself and the senators. However, we will not stop them from their decision. If it brings peace, even to a few Romulan worlds, then he has my blessing.
The Romulan Star Confederacy is reforming on Romulus, and including Remus, 116, 117, and 118. We will exist as a protectorate of the Federation. Whether or not the Klingon Empire approves of this is there problem.
We will use our time of peace to rebuild. We will repay the debt of the Romulan people. It will be difficult, and it will take decades. All we ask is for patience.
To those Romulans still under Klingon rule, resist no longer. You will be treated well enough. If in the future we are able to prove our innocence in the tragedy of QuonoS, I am sure our nation will be reformed.

To the Sheliak Corporate, your assistance is appreciated. Your financial debt has been forgiven. We likely will not be able to do business for some time.

For the time being, the Federation will be patrolling our space. We will take over shortly, but are lacking the resources at the moment. We recommend that all Coalition ships leave along with all Klingon soldiers on the claimed planets.

The Elder council, after much deliberation and consideration has given the Romulan Star Turei Protectorate it's full blessing and endorsement. The Romulan people are proud, with a proud and noble heritage. We will not allow them to die as a race. The restrictions placed upon them have limited their abilities, but they are still fully capable of defending themselves against pirate forces or invading groups. The High Republic has given them it's honoured word that it will protect them in all things, and this we will do with our lives.

The Romulan protectorate have been granted full rights as Turei citizens, although their Identification papers will identify them clearly by Protectorate origin. Free movement across the Protectorate's borders into Turei space is permitted and endorsed. The office of xeno-immigration has also stated that, should the Klingon empire allow it, the High republic will have no issue with immigration to us, or the Protectorate. However, the protectorate shall be forming its own government to deal with internal matters as well as being given places upon the Elder Council.

We hope this agreement can bring stability to a war torn and devastated region. The council gives its eternal blessing to all Romulans across the stars.

You will never be forgotten.

Romulus and all former Romulan Star Confederacy minus systems 091-095 are now a part of the Klingon Empire. Our troops and ships on our worlds will not submit to a Federation or Romulan invasion. Any Federation or Romulan ship crossing the Empire's border will be treated as hostile and will be destroyed.

If the Federation wishes to start another war, then so be it.

As there is some confusion as to who is the rightful leader of the Romulan government. The Empire will not consider any peace valid until there is consensus among the Romulan people. If they want peace, they are to speak as one or not at all.

Romulan vessels within the Turei Protectorate are to surrender to the Turei Vanguard. Those not in the zone and submitted to Turei control will be declared hostile. Any world within Imperial space which resists the granted authority of the Empire will be declared hostile.

As the Romulan government is not in agreement at this time. The war will continue until terms are resettled and the peace restored.

Following the remarks by Admiral Donatra, it appears that the Romulan Military seems to have different intentions than had been expressed. The point of the Protectorate was to offer sanctuary and humanitarian aid to the Romulan People and allow for the formation of a new Romulan Government. As it appears this is not their wish nor intention, we will not be playing host for the Confederation.

The Federation has and will continue to support the formation of the protected Romulan State, that now falls under the Teuri Mandate. All Romulan Refugees will continue to be welcomed into the Federation.

It seems likely that the Romulan vessels within the Romulan Star Turei Protectorate will submit to the Vanguard Flotilla. They will be taken to secure holdings under Turei guard and their crews kept in secure accommodation. The Vanguard Flotilla will be deploying a fleet to the Protectorate region in order to secure it against all outside influences, however we will gladly discuss Klingon or Federation inspection of the region.

Any of the Confederation fleet spotted will be treated as separate entities to the Protectorate. Acting-Praetor Solak's people have shown themselves to want nothing to do with Admiral Donatra and the senate. Stay away from the Protectorate, or suffer the consequences.

We, and the Protectorate, are ready to accept refugees as always.

This is Admiral Solak.

Donatra is not well. She has suffered from both age, and the stress of the battlefield. She has been temporarilly removed from command by her first officer.

We have reopened negotiations with the Klingon Empire, and this time, we shall inform the Senate directly. We apologize to all for this confusing matter.

The Sheliak thank the Romulan Empire, what is left of it, for their pardon on our payment. We as well as many others will accept refugees if they do come along.

As the Imperial border with the Sheliak is still fortified, transit in that direction is very unwise. Those wishing to travel to Sheliak space should transit through Turei space. The Turei are the only Government to which transit rights have been given.

The Imperial border to the Federation is now closed to all traffic. Crossing will be a capital offense with punishment dealt swiftly. This will remain in effect until diplomatic relations between the Empire and Federation are restored.

As of this date, the Imperial and Romulan governments have returned to negotiations. Upon completion of the negotiations, all nations will be notified so that they may stand down from the footing this conflict has put them on.

This is Admiral Solak.

As of this moment, peace has been negotiated between the Romulan and Klingon governments. They have been most gracious.
We will exist as a sovereign state, comprising of Romulus, Remus, and 118-120. The Klingons will observe us for a while, as a security measure.
We will repay our debts as soon as possible. Please everyone be patient.


All Romulan ships are to rendezvous at Romulus, and during flight must transmit the signal of surrender. Once there, we will begin the reassignment of crews.
