We support this station. We will gladly provide financial services for its construction and operation, as long as profit is made eventually.

To the Children of Tholia, several decks will be made to tholian territory and would logically utilize tholian environmental conditions. Manufacturing an 'encounter' suit should not be a challenge either!

We believe that the Tholian empire, be the Retention are supportive of this idea. The second given it full support for it, as obviously the federation has done.

The Federation will likely lend its full support, pending agreement on a satisfactory arrangement for running the station and apportioning trade. We will then re-assign our trade from current partners to the trade station as we would expect most powers would do as that maximizes return for all.

By our count there are 5 powers who voiced a desire to undertake this project. That would mean that unless someone objects to the basics of the charter we provided that each power would need to provide 1 million credits to the project during this coming (OOC: since turns are already in) year. Our engineers estimate that restoring the station to operating status will take one year, meaning trade could be routed there as soon as the following year.

If no one has any comments on the charter we will look to circulate a more refined version of the document within a few days for final signature.

The Federation does suggest we add the following section to membership to cover smaller nations that might wish to join.

5. Nation-states which do not or cannot pay the membership fees are invited to join as non-voting trade only members. Such membership is created for smaller nations numbering less than 100 billion citizens or any nation given special dispensation to participate under the trade only program by unanimous vote of the full members. For nations of less than 100 billion citizens they shall be allowed to join simply by expressing their desire to do so openly and will be barred from participation only by a unanimous vote of the full members.

Sheliak: "We will trade, but we wish to sign our own contract on housing rights, if we have two years it will be a close fit, but we should be able to write it out."

Cardassian Union

We count the following smallers states as non-voting trade-only members.

Tamarians (From our limited understanding of their commuincation we believe they are referencing a story in which one who is thirsty is provided with sustanence from a larger group, but we can't be sure).

While we understand the concern the primary reason for providing this trade outlet for smaller powers is to allow them a broad distribution of goods they would not otherwise have the ability to obtain. They would still pay the upkeep tariff that all trading at the station would pay, which will be minimal given anticipated volumes of trade, but if we were to ask them to pay more they would certainly merit a voice in how the station was being run.

Being subject to that tariff they could well be asked to help pay for any future improvements to the station, as would all powers sending trade to the station.

We apologize for our out of date terminology regarding your government, old habits die hard.

Announcement

The Mandate Authortiy over Breen space has asked the Breen to form a new government under the following framework and the Breen have responded by establishing a provisional government. Documents related to their status are the Treaty of Ferneginar, the Treaty of Lissepia and this Mandate Agreement as published here.
1. The Breen be allowed to establish a sovereign government over the following systems: 71,72,73,74,75,76,77,78,79,80,81,82,83,84,85,86,87,88,89,90 and Breen which comprise the former Breen territories.

2. The Breen agree that this government shall be representative in nature though it shall reflect the votes of the heads of the various clans as is consistant with Breen culture.

3. The new Breen government will agree to remain neutral in all affairs and refrain from aggressive military action outside of its own borders. So long as it does this the mandate powers agree to come to the defense of the Breen for the period during which the mandate extends (20 years).

4. Such government as described above will be considered formed and sovereign when it is recognized by a majority of the mandate powers. At such time it will be recognized by all mandate powers as the sole sovereign authority over Breen space as described above and will continue to be recognized as such so long as it does not violate article 3 of this document.

5. Breen space shall at all time be patroled by a force of at least 200 frigate sized ships to combat piracy The Breen shall supply whatever ships they have in their posession to this task first with the balance being drawn equally from the mandate powers. The Breen shall provide supplies for the ships posted to such duty from other powers and will post reasonable maintenence cost to each power for the wear and tear on those ships
This government was certified and approved by a unanimous vote of the Mandate Authority and has agreed to the terms laid out above that will govern its status for the next 20-years. Any alterations to this agreement will be submitted to the Mandate Authority for final approval and debated and approved or rejected on the terms agreed upon by the various mandate powers at the outset of their task. The Breen government is now the sovereign power over the space stated above and the Mandate Authority will dispatch the ships necessary to make up any shortfall in Breen ships necessary to meet the terms of article 5. The Breen will supply the Mandate Authority with proof of what ships it will have on hand to meet its obligations under article 5 so that preparations can be made to send the necessary number of ships to secure Breen space.
