As for the fact of the BoP being crippled by a single good hit, that suggests that Romulan defences are about equal to Fed ones, since the Excalibur was crippled and its entire crew killed by a single solid hit from the Enterprise in "The Ultimate Computer".

But wasn't her shields at lower levels for the test? Since they didn't expect the Enterprise to fire at full power?

Perhaps, but per Spock in "Balance of Terror" the Romulan plasma weapon was more powerful than they had expected - we can assume that they WOULD have expected something roughly equivalent to contemporary Fed phasers. Ergo, the Rommie plasma weapon was more powerful than standard Fed shipboard wepaons of the time.
