Perhaps, but per Spock in "Balance of Terror" the Romulan plasma weapon was more powerful than they had expected - we can assume that they WOULD have expected something roughly equivalent to contemporary Fed phasers. Ergo, the Rommie plasma weapon was more powerful than standard Fed shipboard wepaons of the time.
