I loved the News Report. I was wondering, can I take some of my money and spend it on improving life on Romulous instead of ships?

Not really, the best way to do it is to lower taxes since taxes basically represent money taken for military/exploration spending. That has an effect on your birth rate (population will go up every 5 years rather than every year) and your overall popularity.
