This information is revealed by Federation News Service reporter Timothy Pennington. However, Pennington's evidence proves to be fabricated, manufactured by Starfleet Intelligence as part of a disinformation campaign intended to discredit Tholian involvement and so avoid a war. [8]

The attempt ultimately fails when news arrives of hostilities breaking out between Klingon and Tholian forces, though the Klingon Ambassador, Lugok, does reach out to Jetanien afterwards.. [75]
