The wife of Dr Noonien Soong. Juliana lived on the planet Omicron Theta where she met and fell in love with Soong. The two were married on Mavala IV. They kept their marriage a secret since O'Donnell's mother disapproved of her marrying a much older man. [1]

Juliana lived with Soong on the Omicron Theta colony whilst he worked on his positronic android series. She was responsible for giving Data the capability to later play music and paint, as well as other creative outlets, feeling that he deserved a chance to express himself in this way. [1]

Juliana was injured when the Crystalline Entity attacked the Omicron Theta colony, and subsequently died. In an attempt to preserve something of her, Soong created an android body and transferred her memories and personality into it. [1]
