Jay was a male human Starfleet officer who server as transporter chief in 2259. He beamed the landing party up from Cajitar IV but was unable to locate the signals from Doctor M'Benga and nurse Chapel. Later he beamed them aboard from deep space without spacesuits, where they had blown themselves out of an airlock to save from being blown up with the ship. [1]

La'An Noonien-Singh was forced to prevent a fight when a Denobulan cadet accused Jay of using the transporter to steal a right he owned. [2]

Jay was also on duty during the Gorn incident on Parnassus Beta. He beamed Spock and Christine Chapel aboard the Enterprise. He also eventually beamed Captain Pike, Captain Batel and Mr Scott back from Parnassus Beta. [1]
