A male Rakhari, Hadran was the Exarch of Nehelik Province on the planet Rakhar in 2369. [1]

During that year Commander Sisko contacted Hadran to inform him that Croden had been arrested on Deep Space Nine for the murder of Ro-Kel. Hadran demanded that Croden be returned to Rakhar so that he could be punished for the crimes he had committed there. Sisko granted the request, only to discover that the crimes in question were Croden speaking out against his oppressive government, which resulted in the death of his family. [1]
