Robert April was a Human male and Starfleet officer. [1]

In 2246, Captain April chose to break General Order 1 and warn the Perricans, a pre-warp civilisation, of a possible apocalyptic meteor shower which was on course to hit their planet. [2]

Two years later April visited the planet Na'rel, which was undergoing an industrial revolution. He discovered an imminent thread of a major drought which could have wiped out the entire civilisation. In response he sent his science officer in to share Federation technology to overcome the situation. The same year, April was involved with the later stages of the Marcel disaster. [2]

He also visited the planet Man-us II, occupied by a a pre-warp civilisation called the Ohawk. During the visit he choose to review the existence of his ship to the locals. [2] After completion of his five year mission in 2250, he was promoted to Fleet Admiral and command of the USS Enterprise to Captain Pike. [1]

Admiral April visited Captain Pike at his home in Montana when attempts at contacting him using his communicator failed. He brought news that Pikes first officer, Una Chin-Riley, had gome missing on a first contact mission on planet Kiley 279. He ordered Pike to take the Enterprise and discover what had happened to her. [1]

On return from the planet, April informed Pike and his crew that he had to use all the pull he had available to prevent the Federation High Court from prosecuting them for violating General Order One. In fact they were so upset by the actions they renamed the rule to "The Prime Directive" in order to stress its importance. [1]

On stardate 2341.4, April was ordered to convince the R'ongovian Protectorate, who controlled a key area of space on the edge of Klingon and Romulan territory, to join the Federation. By involving Pike and Spock they were abel to work out that the R'ongovian, were empathetic in their dealings with others and expected to see the same thing from those they dealt with. Once that was realised Pike gave them all the reasons that they shouldn't join and they agreed to do so. [3]
