Neera Ketoul was a female Illyrian who grew up with Una Chin-Riley. Bringing two such cases between 2258 and 2259. She lived on a colony world in the Vaultera Nebula, a world which Humans were unable to survive without Oxygen masks. Her cousin Ivan and his parents were arrested when Ivan's Illyrian ancestry was discovered at the age of 10. Neera went on to become a lawyer and specialised in bringing civil rights cases against the United Federation of Planets. All of them were dismissed due to insufficient evidence. [2]

In 2259, Christopher Pike engaged Ketoul as counsel to represent Una during her court martial. Initially the trial didn't go well for Una, however, Neera successfully argued that Una had sought political asylum in the Federation. This allowed the court to grant Una the ability to continue to serve in Starfleet, despite her ancestry. [1]
