Former ruler of the Ilari home world, Tieran was a brutal dictator who was determined to keep control ofthe planet forever. He discovered a way to transfer his consciousness into other bodies, hoping to cheat death and so maintain his position. He was overthrown in a popular uprising, and spent the next two centuries trying to regain power. He succeeded briefly in 2373 after inhabiting the body of Kes, but was defeated by Captain Janeway.
