A noted Cardassian politician, Kotan was an enemy of Gul Dukat because of his part in ordering the retreat from Bajor. In 2370 Dukat sought to end Kotan's career by exposing the fact that he had an orphaned son, Rugal, on Bajor; thanks to the interference of Garak the plot was a failure. Rugal returned to live with his father on Cardassia. [1]
