Brian Young on Time Lord military capabilities

His attitude towards sci-fi military assessment is starting to get up my nose, largely because he seems to have a habit of ignoring counterarguments once he's reached his conclusion. This is even worse - he's ignoring the central facet of Time Lord military capability because it's "cheating". So what? It's well established that they have routine time travel, they have the ability to time loop planets, so what's stopping them from going back to a time before the enemy planet had space travel, looping it, and removing their problem? Nothing. Apart from some intergalactic umpire Brian seems to think exists.
