How does a race that doesn't do surgery and is so damn stuck to their obvious bronze age religion ever get to Space Travel?

I forget what they were called but it was the episode with the child who had some kind of illness and the doctor wanted to perform an easy operation but the family absolutely refused it. Thats just stupid for two major reasons along with I'd bet at least dozen minor ones. First, a station commander can't command the LoNAW to blockade anyone. Bingo. While we could argue the moral side of this, the legal side is pretty black and white.
