I'm pretty sure we have Amber, Yellow and Red, although possibly in a different order.

In the US, at least, an Amber Alert is a missing child. Yellow and red alerts are conditions of danger aboard Starfleet starships.

They're weather warnings. They may also be used for terrorism, but I think that's different scale. Here's a guide for weather:
So it goes Yellow, Amber and then Red. That kinda made sense as amber is a mix of yellow and red (ie orange).

As for terrorism, we have threat levels:
Threat levels
There are 5 levels of threat:
low - an attack is highly unlikely
moderate - an attack is possible but not likely
substantial - an attack is likely
severe - an attack is highly likely
critical - an attack is highly likely in the near future

Officially British traffic lights go Green, Amber, Red. There used to be a public information film about not being an "Amber Gambler", in other words only Green means go, everything else means stop.
