Why do they call it "head over heels in love" when your head is ALWAYS over your heels?

You forgot the "falling" part. The original quote was falling head over heels in love, as in falling and landing head first.

Actually the quote was originally heels over head however head over heels had a better ring to it. 'In love' was not part of the original quote.
