Unlike the whitestars, the Victory Class does not have organic hulls. Nor was it planned (By the humans at the least). The options had come up and the Membari supported it but John J said otherwise. The VCD's were to be the EA's part of the ISA fleet and as such needed to be built around tech that the EA could work with. As such the Membari advanced armour hull was replaced by the newer armours being produced between the EA and the Membari. The Membari worker caste also complained about the ship losing the beauty that they had in mind for it. Again, another reason why it was later tasked to humans to complete the ships to what they are now. Only one is still active but there were plans to build a small fleet of them. Most likely somewhere between 30 and 50 as that is the standard size of an EA task force while not in wartime.

Didn't that guy in the movie say that they will send them to mimbar to get the organic hulls. Its been a while that I saw the movie.

Yes, that plus windows. The Membari were upset about not having windows. They got neither. The VCD's were sent into combat before the request to add the Bio-hulls could be completed. Now that they have proven their usefulness it still remains unlikely that either the current VCD or any of the future ones under construction will be given organic armour. EA still runs construction of the VCD's and the would after completing each one would then have to be sent to Membar for a full hull refit. It just isn't worth the time or cost to do so. These ships already have a massive cost and the organic hulls and refits would only raise it even more. Shortly after John J dies we have the newer class of EA cruisers coming out and the VCD's are far cheaper to produce.
