What if they built an entirely NEW frame with mothballed connie parts? They could incorporate new tech then, could they not? Possible, but not rational. Maybe not even possible - the neck, for example, was built around the contemporary torpedo launchers. Presumably, the power feeds in any given section are designed specifically for contemporary tolerances and equipment. We can hazard the guess that TOS/movie-era warp coils - and therefore nacelles - are built to handle less power than TNG-era warp cores put out.

Well, why not just keep the DESIGN, but the spaceframe be purpose built, entirely new materials.
I always liked the Connie design.

because the design of the ship wasn't made taking into account the stresses that would be placed on it in TNG times.
Kind of like using one of the origional model T car designes, then putting in a modern racing engine, gear shift, and steering column...
the results might look cool, but you'll never get the performance your looking for.
