What if only certain mines were doing the replicating? Some were set up as larger and more powerful which were mixed in with the mass of simple mines. The cloaks may have only been half assed as everyone and their mother seemed to be able to spot the mines and they didn't really breed all that fast. The larger mines may have just be packed with a butt load of mini cloaks and for each mine that was made it just placed a mini cloak in it. If each mine was the power of a PT and the bigger mines were just the mama's of them then you would have a some what meaningful idea. Plus the mine field maynot have been as powerful as Sisko led on.
