The Gorn Hegemony would like to propose a treaty for the comparable minor powers. We have enjoyed amicable relations with the Federation these past decades and would not like to change that. We know we cannot force the Big 3 into agreeing but we would like it if the other galactic powers, ie Cardassians, Breen, and Ferengi. And the Tholians at some point would consent to a treaty agreeing not to develop cloaking technology. Quite frankly it does not confer upon us any distinct advantage and it would probably be better for us to concentrate our diplomatic and R&D efforts elsewhere. Of course the Federation, Klingon and Romulan Empires are free to join as well but as cloaking devices are now such an ingrained part of their policy we acknowledge we cannot force them.

We have no quarrel with the Gorn.
As for this proposal, I will sign it. I was just waiting for word from my Praetor, as he has the final say.

With a Non-Proliferation treaty agreed on, I would now like to bring all parties into negotiation for a limitation on cloaking technology. I propose that we try and come to an agreement on the maximum number of ships allowed to have a Cloaking devise. My initial proposed limit is 1000 ships. I also propose that we allow ten years from the signing of the treaty for it to come into effect so that longer established powers such as the Romulans and Klingons can remove their cloaking capable ships to meet the limit.
Thoughts?

The Klingon Empire will not agree to such a treaty. It would weaken our abilities to do the very things our allies have come to require our with.

Unfortunatly, such a thing is not possible. Our scout ships, over 700, cannot have their cloaks removed. They are integrated into the power systems. An over haul of that sort would take decades. And that doesn't include our science ships and the aging D'Deridex.
I'm sorry, but we cannot abide by such a suggestion. At least not at the moment. When our current fleet of ships has been replaced by new vessels, then we could follow this ideal.

In that case I deem this conference concluded, the delegates from Romulus and Qu'onos may adjourn, I will remain to assist and possibly take part in the Gorn's proposed treaty, if either party would like to remain they can as well.

I would be happy to sign the Gorn's treaty proposed. I see no ill-effect on business not having cloaking available.

The Ferangi and Gorn pledge not to develop cloaks, in exchange the Federation will enter into a Mutual Defense Alliance with both powers. The MDA will apply to defensive situations within the sovereign powers territory in the A/B Quadrant. Also as terms of the treaty is the possible absorption of this treaty into one of the stronger Federation Alliances after consultation with the other members of those agreements.

FYI, there are two options here. You send the Ferengi your specs and they build it (and they know your tech moving forward) or you buy a ship they have already built and designed that is a Ferengi ship serving under your flag.
