Well it would take years to reverse engineer the tech find out what it's used for and how to adapt it to serve Cardassian purposes, then re-R&D it for Cardassian use. Better off just using the shipyard to build his own ships, move his parts in and start construction.

I have Breen, Federation, Klingon, Romulan turns. Waiting on Cardassians (aware of issues and will work around) Ferengi and Gorn.
