With the one what I have to get a read on is a torpedo heavy fleet against a beam heavy fleet. Beyond that I have no problem letting people fight something out with their own fleet against someone else just to get practice with it.

Ok, posted final tactical combat rules for the trial runs today. Added a couple of features I finally figured out how to work in as there are now provisions for deploying mines (in very limited circumstances) and using cloaks tactically. Will have news and OOB's for the first battle up today.

Added this to the cloak rules at someones suggestion.
Once cloaked your chances of being detected are based on the range to the nearest enemy unit. I will generate a random number between 1 and 20. If you are 1 hex away then your chance of being detected are 10/20. If you are 2 they are 9 out of 20 and so on out to 10 hexes. Beyond 10 hexes it is always a 1 in 20 chance of being seen. If you are detected you can be targeted and unless you have cloaks that operate while you are shielded you will take damage against your armor only.

They all either increase GDP or Trade units produced or reduce cost.

Edu and consumer is GDP increase. Export Manu is trade points. The rest decrease coat in their area (ship production decreases cost to r&d ships)

Just beware with certain govt. types and tax rates. If you invest in consumer manufacturing then eventually you have to drop the very high tax rates. Why? Because people want to buy the stuff your industries are making. If you invest in education they might start asking things like why is so and so the absolute ruler forever.Lt. Have Federation, Ferengi, Klingon turns in. Assume there is a Cardassian change I need to find out about and go from there.
Need Breen, Romulan and Gorn turns.
Also an FYI, there probably will not be a turn the weekend of the 4th of July. I am at the lake that weekend and won't be in contact so we probably will take that weekend off and resume the following weekend. Seeing as it is summer and people travel the general policy will be to tell me what you want done and I will advance your turn that week UNLESS someone is invovled in a war or other major disturbance in which case I will hold things for someones return.
