In all reality, it only makes sense for ships like this to be at least somewhat luxurious. I think the Galaxy took this to a level beyond "realistic" expectations, but a good lounge, etc, is important for crew morale. In the extended universe books, the officer's lounge is called the "Lonely Bottom Riding Club" or something of the sorts, named by Riker shortly before he left, in relation to an old club on Earth or something. Silly, but with the luxuries available to Starfleet, these things make a lot of sense to me.

There's nothing wrong with having bars/lounges/rec-rooms on such a large ship if it's supposed to spend large periods of time away from any such facilities.

True but it was supposed to be an explorer away from Federation space for long periods of time.

If only it was used that way.
