Earth on its own wouldn't last a month against the Romulans. The problem that the Romulans faced was that they already had a large empire and had trouble controling it. the adding of earth space plus fighting an enemy that would terrorize the romulan forces sent to battle them would make any victory taken by the Romulan empire far to costly.
