Whats wrong with their mind set? avoid open combat at all costs? Manipulate others to do your dirty work? Seems pretty damn smart.

Well they have to avoid open war since the suck so bad at it! The romulan empire is such crap! They seem to have good ships but fail whenever it comes time to use them.
