The captain of a ship doesn't get to choose which foreigners, if any, are assigned to his ship under a liaison or exchange programme - that's a decision for the Admiralty, if not the government.

Regardless all that, would have been interesting having Shran as a regular in ENT, particularly as member of the crew; they could have given a similar treatment to Worf in TNG. We could have get another example in DS9 when Subcommander T'Rul from RSE was asigned to the Defiant to operate the ship's cloaking device, we could get a nice view of romulan culture and other features like we did with the klingons through Worf but she was withdrawn with no apparent reason.
Now, there is the problem of Shran being a comanding officer in his own fleet, so why go with Enterprise and became a subordinate in a human vessel.

That's what I was going to say. More like his second in command would have been a better choice, and easier to look at. Too bad pig boy killed her.

Shran often had to report back to the Imperial guard, so I think the Andorian military might be quite...aware of his actions, and I REALLY doubt they would like one of their top men leaving.

Why? Good way to gather intelligence on the new guys on the block. And Earth has helped them out before so they are at the least on friendly terms with them.

I would send Trip or any of the other senior officers to work on one of the Andorian ships.

For all intents and purposes, Shran was a high up commander. I would equate him far more to Sisko or Picard. I don't really see the point of sending a highly regarded, starship commander to a permanent post as a subordinate officer on a ship belonging to a party that isn't exactly my closest friend. I would say relations were "cool" at best.
