For me, this was definitely one of the most interesting aspects of the show. It also, for me, is sort of when the franchise jumps the shark to some extent. I mean, Voyager's premise seems to have been created so they could have a typical ship-based show free of all the consequences DS9 created in the Alpha Quadrant. So it seems that, after Voyager and the disappointing Insurrection and Nemesis (both of which tended to IGNORE the Dominion War, falling back on the Trek reset button-crutch for storytelling) and, now with the information about Star Trek 2009, it seems that the 24th Century Alpha Quadrant setting that took almost two decades to develop has been abandoned.
In other words, it's possible that by creating gripping, realist, and dark storylines, but by crossing so many lines and creating so many consequences that MUST be adhered to, Ron Moore may have stopped the development of the Alpha Quadrant in the 24th Century.

I do believe that was one of the main reasons they did the "lost in space" thing with Voyager.
