Yes, it's 21. We prefer our younger people to not become alcoholics. We let old people take care of that.

I just spent a hundred bucks at Wal*Mart on food and water in case of a natural disater and the cashier kept looking at me funny after water case #5 and the 15th can of peas.
I felt like asking her "what, you don't have an emergency plan?" But thought better of it, she looked to be about 16.

Always smart to stock up, and have a decent gig-out bag.
I had a similar experience buying medical supplies recently. I guess its crazy to have a gallon of hydrogen peroxide, alcohol, etc....
