Ok, given the Breen's radically different environmental requirements their colonies are likely to be on arctic worlds like their homeworld. Could there be actual M class worlds suitable for colonization in Breen systems that the Breen didn't occupy on account of being too hot?

Considering they are able to operate on Cardassia, I'm betting they just use suits to support them across their planets. Any world with suitable gravity would be a habitable world for the Breen.

Sure, you can use suit for support but why colonize a world where you have to live in a suit all the time? The Trek universe isn't hurting for planets.

Resources, the only real reason people would leave their home worlds. The Breen seem to have no issue with living in their suits so its not really a big reach to say that its just a way of life for them.

You have three choices, occupy them and attempt to gain a hold of their resources, bombard their planets from orbit and hope the UFP doesn't rape you for it, or just walk away knowing you've delivered a square beating.

Going for limited strategic bombardment. Blow away power plants, transportation hubs, major manufacturing, mining, starports, research centers, and anything that could potentially reach orbit. I don't have the ground force right now to start taking over planets so I have to settle for removing them as a threat.

...and pray the UFP is okay with you sending someone back to the stone age. Though that shouldn't be to much of an issue since you're already allies.

Well that's why you talk to people before you start dropping torpedoes. Since we're pretty much committed to not invading by force and they won't surrender this is about the only option we've got lest we be defeated by someone just saying, "No."

You should just invade, whats the point of beating someone if you're not going to take any gains from it?
