The Federation wishes to express its regrets to the Tholian people on the passing of their leader.

On a more official note we wish to inquire as to the stance of the new Tholian leadership regarding the events that are currently ongoing. While we understand all military action is suspended it would seem that a long-term agreement needs to be put in place. It is important that all sides know if this is simply a pause in action or an end to hostilities.

OUR FORMER EMPEROR BELIEVED WHOLEHEARTEDLY THAT THE THREAT TO THE THOLIAN EMPIRE MUST BE DEALT WITH MILITARILY. THE NEW EMPEROR ALSO BELIEVES WITH ALL OF HIS HEARTS IN THE YRRIDIANS PLANS OF ATTACK AND THE FACT THEY WERE WORKING WITH ACCOMPLICES AGAINST THE EMPIRE.

HE IS HOWEVER, WILLING TO ENTERTAIN A DIPLOMATIC SOLUTION IF ONE PRESENTED THAT HE WILL ACCEPT.

After consultation with other major powers the Federation, Klingon Empire and Romulan Star Empire endorse the following end to hostilities.

1. The Tholians pull back and agree to remove their forces from Yrridian space.
2. The Yrridians agree to allow an inspection by the four parties (Federation, Klingon, Cardassian, Romulan)to determine the validity of Tholian claims of impending WMD use.
3. If a majority finds they were valid then such weapons will be turned over for destruction under the supervision of the four powers.
4. If the majority finds the claims invalid then the Tholians agree to pay reasonable compensation to the civilian victims of this war.
5. Regardless of the findings the situation will return to its Status Quo Ante Bellum status (as things were before the war) and peace will be restored.

This general framework would bring to end the military conflict as it presently exist.

The Cardassian Union was invovled in discussions of this framework but neither endorses nor disclaims this approach. They have however agreed to provide a team to help with the inspection duties that are part of point 2 to provide further credibility to that groups findigings.

We propose this to the three invovled powers, the Tholian Empire, the Yrridian government and the Jacorn Alliance in hopes this can bring to an end the massive suffering this conflict has caused.

AND HOW WOULD YOU PROPOSE TO DEAL WITH APPARENT SELF DESTRUCTION OF THE PREVIOUS STORAGE FACILITY?

Four parties will be involved in the investigation. Making specific assurances prior to such investigation would be pointless. Additionally modifying the proposed framework would be time consuming. The offer stands as presented. If the Tholian government is not interested simply let the combined powers know and we will leave you to settle the dispute on you own. The Tholian ambassador asked for diplomatic solutions, we simply offered one.

I WILL PRESENT YOUR OFFER TO THE EMPEROR APPARANT. PERSONALLY, I FEEL THIS HOLDS PROMISE IF CERTAIN STIPULATIONS ARE OBSERVED.

THE EMPEROR HAS INFORMED ME THAT HE WILL BE SPEARHEADING A DIPLOMATIC INITIATIVE TO THE YRRIDIAN GOVERNMENT. A HANDFUL OF SHIPS IS ALL IT WILL CONSIST OF, WITH NONE OF OUR FIRST LINE WARSHIPS. APPARENTLY HE WISHES TO MOVE FORWARD RAHTER THAN BE STUCK IN THE PAST.

The Yrridians will accept any inspection the Federation wishes to send. You will find no such weapons as they don't nor have they ever existed. We accept the conditions laid down by the collective larger powers of the region and appreciate their support in attempting to bring a conclusion to the unwarranted death of my people and destruction of our worlds.

As for the Emperor, we do not trust Tholians any more, if that ship crosses Yrridian borders it will be considered an invading force and will be attacked, regardless of who is on board.

Given the difficulty of negotiating the offer by the major powers the Federation feels that obtaining a modification of such terms would likely be impossible. As the Yrridians have accepted the Federation will wait 48 hours (OOC: Real time) before we will remove our support from that mediation offer. We await hearing from the Jacorn in regards to their interest in such arrangements.

Once that time has passed we will dispatch inspectors and forces necessary to render them secure to do their job within Yrridian space, provided the Jacorn assent to such measures as it is only by their selfless action that Yrridian space has been made as secure as it has. If they would prefer we send inspectors only we will do so, however if they find it necessary to relieve themselves of or share the burden of securing Yrridian space for inspectors we shall do that as well. We will invite any interested party to send along inspectors with us as well and will make arrangements to bring them and any equipment along as needed for them to complete the job. The Yrridian government assures us they have nothing to hide.

The Ferengi Alliance would like to send a small group along with the Federation, so we can see the state of things for ourselves. It will also give our foreign affairs department a reason to exist.

So just to get this clear before we move on. The Tholian position is that this flight was attacked by whom exactly? Does the Tholian government disavow any Tholian invovlement rumored by the Jacorn source named by many news articles?

USE CARE IN YOUR WORDING CARBON, AND DO NOT GET ABOVE YOURSELF. AN ATTEMPT ON THE LIFE OF THE EMPEROR WAS MADE. THE EMPEROR "IS" THE THOLIAN GOVERNMENT, SO YOU MUST BE SUGGESTING HE ATTEMPTED SUICIDE. THE SOLE SURVIVOR OF THIS ILL FATED ATTEMPT AT PEACE IS A SINGLE GORN ENGINEER, WHO IS BEING DEBRIEFED WHILE ALL ARE FIGHTING FOR HIS LIFE. SHOULD HE REGAIN CONSIOUSNESS, HE WILL NAME THE ASSAILANTS AND THE TRUTH WILL COME OUT.

Excuse me if my interpretation was a little off but "regardless if someone recognises our sovereignty or not" sounds distinctly threatening. It is of course interesting to know that we received a distress signal from the attacked ship stating that her assailants were Tholian.

Regardless, interpreting your meaning to include the disputed territory: any assault on Klingon warships in areas we determine to be or free passage will be seen as an act of war.

You have lost a war and now, sadly, had an attempt on your leaders life. Perhaps you should stop posturing and begin reconsidering your place in this universe.
