I think the fundamental issue here is that we are working with large enough numbers that the vast majority of the time the biggest and most powerful group of ships are going to win.
In WWII even though the US might outnumber Japanese carriers 2 or 3 to 1 in a given battle the risk was that you were dealing with small enough numbers (like 15 on 6 or 7) that if the smaller side got some luck they might destroy 4 or 5 carriers for no loss.
What we are dealing with is much larger numbers. If someone is outnumbered/outgunned by a lot like say the Breen were above QonoS by the Romulans it almost does not matter what they try to do. They were outgunned 5 to 1 and simply had no chance at all because Romulan power was distributed over 1,000 ships, which mitigates almost any series of lucky outcomes.
I think the main thing the new system will do is introduce tactics beyond just shooting to the battle. If you want to have big ships that fire tons of torpedoes it will be equally important to have that screen to keep faster enemy ships at bay. So it will force people into a balanced fleet on many levels.
And example of how it could help is if I am facing a power that is heavy into disruptors (like say the Klingons were at the outset of the sim) but light on torpedo firepower. I could build a navy designed to have torpedo firing ships hang back under heavy shields while building my smaller ships to try and hold them away at distance as a sort of sacrifice line. That might let me hold off a more powerful enemy.

Pretty much...yes. Either that or do something unexpected and trap a fleet with two of your own so you can deploy on both sides and get rear attacks and what not. Or just go for broke on a battlemap and get to the flanks and rear of the enemy at all cost.

Ok, news is up. I will post the Hur'q stuff in the IC thread later today and do intel tonight hopefully and tomorrow at the latest. Sorry for the dealys but writting up the various things going on and doing the spreadsheet work combining the Gorn and Tholians and taking off the lost ships took some time.

I will be the first to admit, I hate this solution. But the Tholian player was just flat absent and honestly, both powers were made too small at the outset to keep up and matter in the long run. This solution is driven much more for playability that I would like but it puts someone who will actually run the two powers in charge (thanks Sonic) and makes them big enough they can't just be discounted by everyone else.
Since Piman was not playing actively anymore I figured the best solution was to give Sonic a better lot in life and just move on down the road.
