I wonder if the baldness was the plan from the start or if it evolved. maybe during fittings for the costume they decided to go bald to make it look better...

Certainly there are side effects of the cloning process, some of which were a driving plot point of the film. Hair loss isn't too hard to ascribe to that. OOU, though, it's simply a failure of anyone to think, "Hey - weren't there some appearances of a younger Picard in TNG? Maybe we should check those out."

I didn't have much of a problem with him bald. There was so much more bad anyway.

That leaves out 98 and Millenia.

Did the logo's change for those?

Hmm, they may not have. Its been a while since I've looked at my 98 box, and I never bothered with ME.
