Its Tom Hardy playing a younger Picard in Star Trek: Nemesis - Tom Hardy played his clone despite looking nothing like Patrick Stewart or any of the actors who played his younger self previously.

And Picard wasnt bald when he was young...

Ironically, given that Patrick Stewart had about as much hair at that age as Picard did in the photo.
