I saw that on the news today. Actually the new law that was going to be passed allows also wives to have sex with their dead husbands as well. It comes from a comment that husband and wife are still married after death.

I doubt it, though I don't know for sure. Rigor mortis is, AFIAK, a muscular condition; an erection is achieved by increased blood flow to tissues with lots of capillaries, not by muscular action.
