The Cardassian ambassador raises an interesting point. The Confederacy did not wish to jeopardize our trade relations with the Ferengi Alliance, and did not conduct any intelligence-gathering missions against them. They may well have developed their own cloaking technology. We wish to examine the device along with the other signatories of the cloaking treaty.

Unfortunately without knowing who bought the devise we have no way of forcing or finding the ship and the origin of the device.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

The Romulan Empire also did not perform any intelligence related activities on the Ferengi, as it was deemed unimportant.

The FKI government would suggest that the Cardassian government closely review the terms of the agreement that created the Profit Class. In return for paying for all the cost to R&D the vessel and integrate the technology the Ferengi Government obtained exclusive rights to the sale of the vessel to third parties. Point of interstellar law. That was the governmental body of the Ferengi Alliance, NOT the governing body of the KPI.
However, Cardassia will not take measures or exception beyond filing this official protest. However, in the future, it may behoove you to consult other powers involved in said agreements. Cardassia would not have objected had the request to sell have been brought before us and the Gorn.

The position of the Cardassian government baffles us. If for some reason we were unable to inherit the treaties and contracts of the previous regime (who assigned them to us as part of the surrender) then no agreement at all would govern our conduct in this matter and we would be free to do as we wish without notifying you at all.
If as we assert the previous contract remains in force then no further notification is necessary as it was made openly in the contract itself and the contract did not call for such notification.
If the Cardassian Union wished to be notified of such sales it would have been logical to include such a provision on the contract from the outset. If you wish to do so now we are willing to negotiate such terms. But we must say we are baffled by an official protest of an action we took which violates no agreement between our governments at all.
In all honesty we will likely sell more of these ships to yet more buyers. It was in fact the whole reason for the programs existence from our point of view. As our buyers often wish to remain unknown and there are no interstellar agreements to which we are a signatory or even aware of that prohibits the confidential sale of arms we see no reason to discontinue this practice as it would put as at a competitive disadvantage with other powers engaged in the same business as we are.

I call on the Gorn representative as well to refresh my memory. Was there indeed a stipulation restricting Cardassia and Gorn forces from selling ships of this class, while allowing the Ferengi to do so? From what my notes say, research and cost were split between us.

That is my recollection as well. Since this protest directly involves the Turei government as we had agreed a shipment of these warships, we would wish to request mediated talks on the matter. Clearly the Cardassian Union is not going to sit idly by if the feel an injustice, and clearly the KFI are unwilling to lose an incredibly valuable source of trade income.

There is no need for mediation. No one has yet claimed that there is any restriction on the sale of the ships in the contract that would prevent the FKI from selling the ships. We will handle the matter in private with our partners from this point.

1) We are offering up our newly discovered shipyard that was appropriated from the Dominion for rent. We will be accepting bids on blocks of five year leases, provided that as soon as the ships are completed they are immedietly removed. Cardassia will continue to maintain a presence there of course, but the complete facilites will be at your discression. We will not interfere. We will be accepting bids beginning immedietly.
2) We will begin selling our Galor, Keldon, and Heikeki class ships in blocks of fifty to a hundred over the next several years. Any who wish to purchase these tried, true, and proven vessles, please submit your offers.
3) Cardassia spent long years developing our first cruiser since our reform, the Damar class. However, the spot in our navy this ship was to fill has been filled by our purchase of the Akira class. In light of recent events, like the merging of Tholian space and the Gorn, and the fall of the Ferengi alliance. Cardassia would like to nominate the Turei as signitories in the Teridos accords if they are so inclined. I believe that this would be a mutually benifical relationship for all of us.

This is the Sheliak corporate speaking, recently a lot of turmoil has happened in the Galaxy and the Sheliak believe that we should join this group of Ambassadors to maintain peace within the galaxy. Due to our very secretive nature of our species we may not be as much help as someone as the Romulans or the Klingons have been in attempting to maintain peace. But we do believe that we will be much more useful as our knowledge is very unbiased. As well as that, our position will be unblinded by years of warring between factions. Our space is very small, and very peaceful, we

We would be willing to discuss an agreement, if we can recieve a copy of the document that specifies the terms of the Accords.

As a matter of good faith with our interstellar neighbors, the Cardassian Union would like to formally announce that we have independantly developed our own cloaking technology. By the end of the year, we will have finished upgrading nearly our entire fleet of active duty ships.
At this time, we are willing to become full signatories of the treaty on cloaking devices, with all the rights and responsibilities entailed therein.
