There are no further ships of these types in service with the Federation. Please update your records accordingly. The few we retained have been render immobile and retained as exhibits in a variety of displays and institutes around the Federation.Tyyr wrote:

**Potential Navigational Hazard, Keep Clear Notice**
Third Fleet will be conducting a series of wargames and live fire exercises over the next 5 years in the region of space bounded by Ivor in the Southwest, System 387 in the Northwest, System 384 in the Northeast and System 383 in the Southeast. These operations will be supported out of our facilities in the Ivor system and will avoid at all times Pakled space.
We give caution to any and all ships entering this area to make their presence known to the Fleet commander by commincation of passage to the Ivor system. Your ships will be given routing instructions that will keep them out of the exercise areas and away from any potential danger.
Starfleet will be expending as targets all surplus ships that have not otherwise been sold in a series of exercises design to simulate a variety of potential threats to the Federation. The goals of the exercise necessitate the testing of a variety of border security facilities and procedures which dictate the location. We will attempt to keep any hazard to navigation to a minimum and ask for your cooperating to reduce the risk of an accident in the exercise area.

A Breen/Romulan Trade route runs through that the Jouret-Packled corridor. We will transmit our ships to avoid all colonized systems.

The United Federation of Planets wishes to announce it will commence over the near future the colonization of the following worlds.
-System 301, under a previously agreed upon joint structure with the Cardassian Union we will colonize this system while they Colonize system 300. This area will remain as neutral space however the Federation would consider any attack upon the systems located inside of that space an attack upon the Federation itself. Additionally the Federation and Cardassian Union have had preliminary talks regarding the status of worlds rimward (south) of the Union that adjoin our mutual territory. We feel it would be most correct to include the Ferengi before any formal claims are made on the areas between our three peoples.
-The Federation would like to propose similar multi-power talks regarding the territory bounded between the Shelliak Coroporate, the Jacorn Alliance, the Tholian Assembly, the United Federation of Planets and the Klingon Empire. Though our own areas of interest are likely quite limited there we offer our offices to help mediate any disputes, as we have the most developed relations with the Jacoran Alliance at this point in time.
-The Federation makes an outright claim on systems 386-390 and will move to colonize these worlds as soon as a reasonable plan can be put into place to allow the orderly colonization of those systems.
-The Federation makes an outright claim on systems 323-333 and will move to colonize these worlds as soon as a reasonable plan can be put into place that allows the order colonization of those systems.
-The Federation makes a preliminary claim, recognizing the potential of a Breen dispute, on systems 391-393. We await communication from the Breen government at some point in the future to resolve any dispute on this territory. Until such time as this is resolved we will consider the territory neutral space. We hope for a speedy resolution.

However beginning after the expiration of those 5 year contracts we will impose all of our usual laws regarding transit through those spaces. We will begin providing the necessary security in the areas in which we are making an outright claim effective immediately and will adjust our fleet deployments accordingly.

However, once again I must protest the movement into systems 386 to 390. One of our only high value trade routes runs through those systems to the romulan star empire, a nation you have seen fit to close the borders upon. The threats to our trade route is of course immediate and apparent, and this trade route is a vital element to The Breen people. We are willing to discuss other options, however the trade route will not be closed.

This is an outrage. The Federation have long been believing that they can do whatever they so please, and the Romulans will not stand for this. Those trade routes are our right to have, and you are colonizing that space to block our only source of trade between us, and a power that your ar not allied with, nor especially fond of, simply to stop us from trading. All of this is because we will not bow to his imperialistic demands to take away our cloaking devices from our ship. The reasoning behind this is simple, we have no reason to do so, our vessels have been used to attack the Federation under previous empires, MY rule will not have such a thing, all private ships are disallowed cloaking technology, and currently we do not believe it is safe to not hold on to cloaking devices because of the fact that the Klingons still retain the cloaking devices and we cannot take their word for it, if you cannot take our word for it either. The Klingons in fact have used the cloaking devices in times past to assasinate the Federation president, which the Romulans were involved in, however this shows that the Klingons have previously showed the same attitude towards the federation as the Romulans have previously. As well as this, a rougue group of Klingons attacked and destroyed the Federation flagship on two occasions. So even if you claim that they have prosecuted or killed all those who acted this way, you have merely taken their word for it. You however, refuse to take our word for it due to some misplaced foolishness and imperialistic desires.

The Cardassian Union lays claim to systems 302 through 309 and 311 through 313. Systems 310, 314-316 are to be considered an area of Cardassian interest. We will welcome negotiations with the United Federation of Planets and Ferengi Alliance in regards to their eventual dispensation. No other power shall lay any claim on these systems though.
Regarding the Breen-Romulan trade route, space is infinite is it not? If it's so important then go around and cease your whining.

There does come a point where the trade ceases to be profitble because of added distance. And this distance is much smaller than one would think.
As for colonization, we are not claiming any systems yet, but would like for the planets close to our space to remain open, for future expansion. This is only a request, we certainly would not force the issue if someone did want a planet nearby. If anyone does want to colonize a planet close to the Ferengi Alliance, please let us know.

Despite this long rant the Federation is colonizing the space we claimed in an attemtp to protect our coreward access for the purpose of exploration. The Breen are likely to lay claim to any number of systems from 391-399 based on the fact that they are the closest soverign power and that those territories lie immediatly outside of their present territory. The Federation would not likely contest those claims, beyond our current preliminary claim on 391-393 which is made so we can properly negotiate a new border and avoid conflict in the process. We fail to see why the Breen would contest the Federation taking ownership of and colonizing planets that are in our immediate vicinty. All of those planets are far closer to the Federation than they are to any other power and any rational extension of the various powers borders would place those worlds in Federation hands.
We are prepared to be reasonable about 391-393. We are prepared to show respect and recognition on your presumed claim on 394-399. However for us to be able to do this we must ask that the same respect be given to our claims. If you think they are unreasonable then say so. However we fail to see how this can logically be the case, given what we have outlined above.

The Federation is glad to see the spirit of cooperation in at least this region of space. On a more general note, the Federation will allow free passage of trade ships and passage of military ships through its claimed territory (with proper notice given for the military ships of course) for the next 5 years to make this period of upheval less traumatic for the various powers invovled. After that period we will treat the space as we would any other Federation space.
We call on all powers to adopt this stance as best suited to prevent large scale conflict and allow all powers time to adjust to the new borders.
