It's also good to see a decent size Klingon vessel for a change. Most are small ships like the Bird of prey, even the Vor'cha isn't a very big ship.

While I don't think big ships fit in with the Klingon mentality well of personal honor maybe they saw the sense in them due to the war and local tensions.

My personal guess is that everytime you jump to the next step in ship size, the complexity of engineering and designing and testing it increases exponentially. My impression of the Klingons is that they don't see why they should bother when they have sturdy reliable ships that get the job done. If your whole culture dismisses an avoidance of death, especially in battle, there's no real pressing need to replace ships like the bird of prey or vor'cha even if one by one they get destroyed rather easily by larger ships. And my guess is that even with the Negh'var they put a lot of their resources into it and probably suffered a lot of delays and setbacks in the design process-- they're more warrior than engineer. I think Ezri Dax's assessment of the Klingon Empire was correct but for the wrong reasons. She described them as a dying/waning power but cited the reasons as corruption and the willingness to accept dishonorable behavior and leadership. I think their culture and value system short of a major revolution pretty much puts them on borrowed time. They can bully, bluster and brute force their way through the galaxy for awhile, but like Atilla or the Vikings, they're eventually going to hit a thickly walled city they can't defeat. If not for the Federation there's little reason to believe that the Klingons would continue to exist at least as a first-rate power. Their unstable government makes them easy prey for outside interference (i.e. Romulans) and their focus on personal honor in battle over research, technology and sometimes even common sense puts them at a disadvantage against very sophisticated, organized, disciplined enemies (like the Dominion.)
