From what I can remember from ENT, until they have sex.
Then again, prior to ENT it was only the males that got it. So that may not be the best source of info.

Pon Far happens every seven years of adult life (and for a vulcan that's a long time). It's also stated in Amok Time that he is required to mate to stop it from killing him. This is something they are ashamed of talking about with others outside the species. In my view that makes it very unlikely that it's something they choose to do as a matter of pride in the control of their emotions. Now, that said, I always thought that they could have sex at much any time, but, I'm not sure either way as to whether they can produce an offspring at that time.
The new film certainly supports the idea that they can do it at any time, otherwise Uhura is an awfully patient partner, but there's nothing either way as to the fertility question.

It's been brought up twice that these women might just have to wait 7 years for any....and no ones thought of the possability that maybe Vulcan's are just
that good!

Fair point, though I'd taken that as them needing to "release" all the pent up stuff every now and again to stop it doing damage to them.
I suppose it just comes down to a matter of how you interpret it. We've really got nothing either way, unfortunately.

Females can mate as they please - T'Pol did the nasty with Trip, remember.
Assuming the guy's... equipment... only works during Pon'Farr... well dudes, there's other stuff a guy can do for his lady!

There is evidently a 6 year difference in the ages of Spock and Sybok, therefor Vulcans (at least Vulcan males) must be able to mate more than once every seven years.
