Essentially. The total cost to setup the station was 5 million credits paid by 6 different powers. Being as no more construction is needed it would make the most sense for the RSE to buy a "share" of ownership by simply buying a small share from each power and bringing all 7 council members to an equal level of investment.

By our figuring that would bring everyone to having paid an equal share of 714,285 credits towards the 5 million credit setup cost.
