Without adequate information, I wouldn't make an assumption either way.

It's just a half-cup of water.

When someone shows my a one-cup glass with a half-cup of water in it, then asks me, "Is the glass half-full or half-empty," my answer is, "Yes."

I generaly say something like "I think it's clear that that cup contains 50% liquid and 50% air."

the last time someone asked me that question I explained that in one alternate universe the glass was completly empy and in another it was completely full so all answers inbetween and including apply.
